In order for a person to become a candidate for this position, a Declaration of Candidacy Form must be completed and filed at the District’s office at 265 South Fairgrounds Rd, Price, Utah, not later than 5:00 P.M. between June 1st – June 7th, 2023.

Price River Water Improvement District has 1,500 shares of Scofield Reservoir water to lease for the 2023 irrigation season.  Shares will be available to lease from March 1, 2023 to March 31, 2023 at the main office at 265 S Fairgrounds Rd. The cost of water shares will be $25.00 per share with a limit of 25 water shares per person.

​The Price River Water Improvement District is accepting applications for the position of Line Maintenance Systems Operator.  Responsibilities of this position include, but are not limited to the following:  operation and maintenance of the culinary water distribution system and sewer collection system, operation of backhoe and dump truck, meter reading, line repair, sampling, trench work, lifting, janitorial work, and other duties as assigned by the supervisor.
 
This position may require shift work, weekends, emergency calls, and holidays.  A general aptitude test and a physical agilities test will be given to the final applicants chosen.  The successful candidate will work toward receiving current Water Distribution and Wastewater Collection Certifications, while also working to acquire a commercial driver’s license with an “N” endorsement.  A complete physical and drug screen will be required of the chosen applicant prior to employment.  This is an entry level position, but may be filled at a higher position with hourly wages commensurate with certification, applicable experience, and according to the District’s wage scale could be between $17.35 – 26.70 depending on applicable experience and certification.  The District also offers medical, dental, and vision insurance as well as a 401K retirement program and retirement benefits.

Title:    Secretary-Receptionist/Billing Clerk

GENERAL PURPOSEThis position serves as a focal point for the customers of the Price River Water Improvement District.  Through this position, customers are able to make payments, create new service accounts, and surrender fees and/or water shares.  This position also serves as the Clerk to the District in keeping and filing meeting minutes, co-signing documents, and coordinating state and federal advertising requirements.
 
SUPERVISION RECEIVEDWorks under the supervision of the District Management and in coordination with the District Treasurer.

EXAMPLE OF DUTIESPerforms day-to-day operations related to the accounts receivable and utility billing functions, including the establishment of new customer accounts, creation of work orders (connect, disconnect, re-connect), collects and monitors payment and receipts, reviews billing registers, billing collections, and credit memo/credit balance refunds, works one-on-one with customers addressing billing questions and concerns.
 
Provides a receipt to every person paying monies to the District indicating thereon, the date of payment and identification of the account, files a summary report with the District’s Treasurer.  Reviews daily cash receipt reports and balances as needed.  Keeps an accurate detailed accounting of all monies received in accordance with the Uniform Fiscal Procedures Act and reconciles the accounts with the District’s Treasurer.
 
Completes the utility billing for each cycle on a timely basis, reviews billing register for errors, archives customer history.  Oversees collection and receipting of all dishonored payments made to the District.  Maintains customer accounts and checks for errors and completeness of information. Makes adjustments to customer accounts in accordance to District policy.
 
Maintains customer accounts, prints proof reports, audits proof report and monitors accuracy of billing, assists with termination billing, special billing/payment arrangements, delinquent account processing (letters, door hangers, etc.).  Coordinates with meter reading staff and documentation.
 
Performs other duties as assigned.
 
 
 
 
MINIMUM QUALIFICATIONS1.         EDUCATION AND EXPERIENCE

• Graduation from High School.

and

• Two (2) years of specified training in bookkeeping, accounting, business management, or a related field.

and

• Five (5) years of experience in revenue management, accounting, or budgeting;

or,

• An equivalent combination of education, experience and on the job training.

 
2.         KNOWLEDGE, SKILLS, AND ABILITIES

• Thorough knowledge of accounting principles, practices and procedures.
• Excellent oral and written communication and interpersonal skills.
• Considerable skill in the use of office equipment and technology, including computers and related software for word processing, presentation, and spreadsheet programs, ability to type a minimum of 35 words per minute, and operate a 10-key calculator by touch.
• Ability to complete mathematical computations with speed and accuracy, ability to handle monetary transactions and balance daily transactions.
• Ability to establish effective working relationship and use good judgment, discretion, initiative, and resourcefulness when dealing with customers, Trustees, employees, and other professionals.
• Working knowledge of recording and filing procedures and methodologies; some knowledge of utility billing procedures and recording preferable.
• Experience with Microsoft Office and Excel as well as Caselle preferred.
• Must be willing to work variable hours to accomplish duties.
• Must be bondable.
• Must possess and keep a valid Utah driver’s license.

 
PHYSICAL DEMANDSWhile performing the duties of this job, the employee typically works in a business office setting where he or she is regularly required to sit, using manual dexterity to type or write, visually review written documents and communicate with others in person and on the telephone.  The employee will also be required to travel to off-site meetings and trainings.  Moderate physical exertion is necessary due to occasional bending, twisting, reaching, standing, walking and stooping.  Must be able to handle stressful situations.  Must carry/lift/push or pull loads of up to 25 pounds.  Specific vision abilities required by this job includes close vision and the ability to adjust focus.
